Mirziyoyev May 28, 2019 meeting, dedicated to the problems of developing the field of science and higher education in the country, as well as the meeting of the President with the heads of higher educational and scientific institutions held on May 24, 2019, based on the draft model provision of the Ministry of Higher Education on the Scientific School at Higher Educational Institutions No. 87-02-07 of 03.01 .2019 and Order of the Ministry of Higher Education No. 572 of 06/26/2019. The Regulation on the Scientific School at Inha University in Tashkent was developed for discussion. In this regard, we ask you to send your comments and suggestions to the UIT website.
REGULATION
ON SCIENTIFIC SCHOOL AT INHA UNIVERSITY IN TASHKENT
Preamble
The regulation is developed in accordance with the Decree of the President of the Republic of Uzbekistan No. 4947 from February 7, 2017 “On strategy for the further development of the Republic of Uzbekistan”, Resolutions of the President of the Republic of Uzbekistan No. 2909, from 20 April, 2017 “On measures for further development of the higher education system”, No. 3151, from 27 July, 2017 “On measures to further strengthen the involvement of industries in development of training of highly qualified personnel”, No. 3775 from June 5, 2018 “On additional measures to improve the quality of education in higher education institutions and ensuring their active participation in large-scale reforms of the country” and the Decree of the Cabinet of Ministers No. 304 from 22 May, 2017 “On measures to further improve the system of postgraduate education”, normative documents of the Ministry of higher and secondary special education of the Republic of Uzbekistan, Charter of Inha University in Tashkent (hereinafter IUT), as well as on the basis of the project of Model Provisions for Scientific School at higher educational institutions of the country, approved by МВО и ССУЗ № 87-02-07 from 03.01.2019 and №572 26.06.2019.
The regulation establishes the procedure for the allocation of extra-budgetary assistance to the academic community of IUT in order to improve scientific potential and its further development.
General Provisions
Main concepts used in the Regulation as follows:
A Scientific School is a group of scientists and young researchers, formed on the basis of long-term and significant achievements in a certain field of science and education, the leader of which is a scientist who has a scientific interest in the systemic innovative successes of the scientific and pedagogical activity of IUT.
Supervisor – Doctor of Sciences, appointed in accordance with the established procedure, who is actively engaged in scientific and educational activities in order to provide scientific, educational and methodological assistance to the researcher, as well as having the degree of Candidate of Sciences or PhD.
Scientific consultant – a person with the academic title of doctor and degree of doctor of sciences, appointed in accordance with the established procedure by the rector who is actively involved in the organization of scientific activities, in order to provide practical and methodological assistance to a researcher (applicant) seeking to obtain a master’s degree, doctor of philosophy (PhD) or doctor of science (ScD);
Basic doctoral student and doctoral student researcher – a person with postgraduate education, carrying out scientific work within the budget allocated annually by the Academy of Sciences of Uzbekistan, the Ministry and scientific institution;
Researcher – a person who prepares a doctoral dissertation for the degree of Doctor of Philosophy (PhD) or Doctor of Science (ScD), taking into account generally accepted international standards;
Academic Degree – Doctor of Philosophy (PhD), awarded to a person who holds a master’s degree or higher education, defended a thesis; Doctor of Science (ScD), awarded to a person who holds a Scientific Degree of Candidate of Science or Doctor of Philosophy (PhD) and other equivalent degrees acquired in overseas by defending a thesis.
Academic title – the official status assigned to a specialist in a particular field of science, complying with the requirements of the relevant regulations of the Higher attestation Commission of the Republic of Uzbekistan;
– a specialist who has fulfilled the qualification and certification requirements established in the relevant legal acts, and has a degree of Doctor of Sciences in the prescribed manner;
Associate Professor – a specialist who has fulfilled the qualification and certification requirements established in the relevant legal acts, and has a degree of candidate of Sciences in the prescribed manner;
Senior researcher – a specialist who has fulfilled the qualification and certification requirements established in the relevant legal acts, and has a degree of doctor or candidate of Sciences in the prescribed manner;
Note: master’s degree holders’ admitted to the scientific school of IUT to perform research work with the recommendation of the Vice-rector for science, as well as on the recommendation of one of the professors of the faculties.
- The IUT Scientific School is a universally recognized prospective team, which consists of an unlimited number of people wishing to engage in research activities in order to increase their knowledge in accordance with international standards. The Scientific School in its activity is guided by the mentoring orientation “Teacher-student”, characterized by the sequence of exchange of generations in the process of training highly qualified scientific personnel. Membership in the Scientific school is voluntary.
- The Scientific School of IUT uses the offices, property, equipment, technical means provided by the administration of IUT, in order to achieve effective results in research work (hereinafter R&D).
Subject, goals and objectives of the IUT Scientific School
- The purpose of the Scientific School of IUT is to support the scientific activities of professors-teachers, doctoral students, undergraduates, gifted students and applicants, as well as solving problems associated with the organization of scientific and pedagogical activities for the effective use of existing potential. The peculiarity of the Scientific School of IUT is to increase scientific knowledge that is relevant in the field of information technology and communications for theory and practice, development and implementation of software products, activation of scientific and methodological publications in a special direction of the faculty, doctoral students, research applicants, undergraduates and gifted students.
- Objectives of the Scientific School IUT:
- creation of conditions for creative work and implementation of scientific initiatives of the teaching staff, scientists, doctoral students, research candidates, undergraduates and gifted students;
- monitoring and analysis of problems of development of science, education, innovation in the Republic of Uzbekistan;
- support of modern methodological approaches that contribute to the full disclosure of creative abilities of participants of the Scientific school, promotion of new information and educational technologies, formation and development of professional skills and improvement of qualifications of members of the Scientific School;
- establishment of partnerships with scientific groups of higher educational institutions of the country, as well as the establishment of long-term cooperation with foreign sister centers;
- comprehensive assistance in organizing meetings with well-known national and leading foreign experts and scientists;
- implementation of joint projects on topical issues of science and practice;
- organization and holding of scientific events, including international (conferences, round tables, sections, seminars, symposiums and others) in the areas of Scientific School;
- implementation of results of scientific works in practice and pedagogical activity;
- creation of partnership activities for the implementation of research results related to the scientific and educational process in the IUT.
- mobility and sustainability to innovative conditions;
- exchange of scientific ideas and discussion of research results, regular and informal discussions by scientists;
- training of school leaders to maintain and improve the progress achieved.
- Functions of the Scientific School:
- coordination of research and scientific-organizational activities of the participants of the Scientific School;
- to take an active part in the organization and conduct of interuniversity, international and other scientific events (conferences, round tables, seminars, discussion clubs, etc.) in IUT.);
- develops and implements software products to further enhance the potential of IUT;
- supports scientific projects of the participants of the Scientific School aimed at studying the problems of organizational and educational work among young people and staff in the IUT, as well as makes proposals for their development and implementation;
- attracts undergraduates and gifted students of IUT in scientific and organizational, research, research and analytical activities;
- recommends promising participants of the Scientific School to participate in national innovation projects, as well as in foreign scientific events.
- plans the work of seminars, clubs, clubs, sections on topical problems of science and practice (within the direction of scientific research) conducted by the participants of the Scientific School.
- maintains a systematic relationship with the Union of young scientists of the country, a scientific group of gifted students, implements partnership projects. In order to improve the efficiency of the school, he studies the experience of organizing research in other educational institutions, including abroad.
- within the framework of attracting financial resources for scientific research, the Scientific School establishes partnerships with various scientific foundations, councils, organizations, including Republican research centers, as well as CIS and foreign countries.
- following the discussion at the Academic Council, the IUT recommends to publish scientific and methodological and information materials, collections of scientific and other works of representatives of the Scientific School.
The criteria for determining the status of the Scientific School of IUT
- The criteria for the recognition of the results of the Scientific School are:
- availability of fundamental, applied and innovative projects on which a group of researchers works;
- publication of scientific results achieved by the Scientific School, both in the country and abroad;
- active participation of young specialists, as well as basic doctoral students, independent researchers, masters and gifted students in the work of the Scientific School;
- preparation of monographs, textbooks and teaching aids, published in the leading publishers of the Republic and foreign countries by members of the Scientific School in the relevant areas during the last 3 years;
- availability of references (citation index) to scientific works of members of the society in domestic and foreign publications;
- organization and holding of international events (conferences, exhibitions, schools, workshops and others) on the basis of Scientific Schools, and by teams of scholars engaged in research activities, with scientific presentations at international conferences and workshops (awarded by diplomas, medals, etc., and published materials);
- systematic performance by members of the team of the Scientific School as an external intern on the dissertations of Doctor of Sciences, Doctor of Philosophy (PhD), defended in other institutions and regions;
- availability of inventions and registered intellectual property;
- presence of Doctor of Science
(recommended), doctor of philosophy (PhD) in the team, trained in this area for the last 10 years; - creation of new knowledge and formation of professional scientists in the specialized field for further development of IUT.
The procedure for conferring the status of the Scientific School at IUT
- The decision to establish a School of Science in the UIT is made by the Academic Council after discussing the Regulation on the basis of the recommendations of the Vice-Rector or Scientific Advisor for Science.
- After the decision is made by the Academic Council of UIT, the curator of the Scientific School for 5 years is appointed by order of the rector to organize the Scientific School and prepare the following package of documents:
- information about the Scientific School;
- information about members of the Scientific School;
- information about the supervisors and consultants;
- name of the subjects of scientific works and calendar plans.
- The scientific school consists of employees, professors-teachers, candidates-researchers, undergraduates and doctoral students of IUT, gifted students in the field of their scientific interests, as well as consultants of scientific schools with some experience in research activities.
- Information about the participant of the Scientific School is entered into database of the IUT and illustrated on the official website.
- The management of the Scientific School is carried out by the rector, and in case of his absence – Vice-rector for science.
- Head of the Scientific School:
- collegially determines the scientific direction of the School in coordination with the Ministry for the Development of Information Technologies and Communications, as well as the Ministry of Innovative Development of the Republic of Uzbekistan and leading IT companies;
- forms a system of training of Doctors of Sciences (ScD), Doctors of Philosophy (PhD) in IUT;
- promotes scientific publications on the achieved scientific direction, stimulates doctoral students to scientific publications in reputable international journals;
- promotes patent and licensing activities, organizes the implementation of applications for scientific projects (on a competitive basis) and within the framework of innovation;
- participates in the development and implementation of the results of innovative activities of temporary creative teams, educational centers, research laboratories, research groups in practice;
- develops the preparation of information and analytical materials (reports, references, other statistical data) on the scientific work of the Scientific School and future development plans;
- provides legal assistance to the team on public and private support of various grants, projects and programs.
- The scientific Secretary of the Scientific School is elected at the General meeting of the Scientific School from among its members.
- The functional duties of the scientific Secretary include:
- record keeping in accordance with the requirements of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan and other legal documents in the field of science and education;
- formation of an electronic database of the Scientific School and its members;
- preparation of annual statistical reports;
- posting information about the Scientific School on the official website of the IUT;
- ensuring the attendance of members and other invitees to the meetings of the Scientific School.
- Employees, professors, doctoral students, applicants, masters, gifted students of IUT can become members of the Scientific School based on an application addressed to the head of the Scientific School indicating the scope of interests in research activities.
- Admission and removal of members of the Scientific School is carried out by the head of the Scientific School on the recommendation of the supervisor of a doctoral candidate or scientific adviser to the applicant.
- Members of the Scientific School:
- have equal rights and obligations;
- have the right in accordance with their scientific interests to engage in scientific and organizational, research and other activities specified in the work plan of the Scientific school;
- have the right to discuss the results of their research and receive recommendations for their publication, as well as to defend a thesis on specialized councils.
- The Scientific School annually until January 10 provides a report on its activities for consideration at the meeting of the Academic Council to discuss proposals for additional measures to enhance the effectiveness of the scientific potential of the IUT.
- The report is based on the analysis of information provided by the participants of scientific papers and publications and includes:
- results of scientific projects with the participation of members of the Scientific School;
- number and list of doctoral dissertations;
- list of published monographs;
- list of published scientific articles, abstracts at conferences, congresses, symposia, etc.);
- list of issued certificates, patents for inventions and new models issued for discoveries registered in the state register for software products;
- list of educational and methodical literature (textbooks, teaching aids);
- list of scientific events held in the Scientific School at various scales (workshops, seminars, round tables and discussions).
- Information on the achievements of the Scientific School is constantly updated and posted on the official website of the IUT.
The procedure for allocating funds to support the Scientific School
- Funding for the activities of the Scientific School is carried out at the expense of state and international grants won on a competitive basis, as well as budget funds attracted in accordance with the legislation.
- During the calendar year, it is recommended to finance the IUT Scientific School, which will be used to cover the costs associated with the purchase of equipment, organization of scientific events and business trips;
Final provision
- The Scientific School carries out its activities within the framework of the legislation of the Republic of Uzbekistan.
- The activities of the Scientific School may be terminated by the decision of the Scientific Council of IUT.
