Employees of Inha University in Tashkent won the scholarship contest of the «El-Yurt Umidi» Foundation

Tell us a little about yourself.

My name is Nurshod Nurkulov. I am 25 years old, I was born in Karshi, Kashkadarya region, in a family of intellectuals and grew up in Kasan district. By educational qualification, my father is a mechanical engineer (PhD in technics), and my mother is a Teacher of Russian language. Today both are civil servants.

I graduated from Kasan Computer Technologies Professional College in the field of Information Systems and Technologies and the Faculty of International Relations of the University of World Economy and Diplomacy. Since 2019, I have been working as a Chief Specialist of the International Cooperation Division at Inha University in Tashkent.

How did you apply to your university and how did you find out about the El-Yurt Umidi Foundation?

In 2020, I applied for master’s programs at leading universities in the United States, the United Kingdom, Germany, and Singapore in my field of interest.

My intention was to study at universities in the countries with the highest quality of education, especially the United States and the United Kingdom. The fact that there is an application fee in both countries did limit my options and I decided to apply only to TOP universities in my field.

First among others, in March 2021 I received an admission offer to the Master of Public Policy program from the Trachtenberg School of Public Policy and Public Administration of the George Washington University, which is one of the most prestigious policy schools in the world, and immediately began preparing to apply for additional grant and financial aid programs to cover tuition costs. This University is ranked 11th in the United States and in TOP-25 by the current educational field in the world. Soon, the El-Yurt Umidi Foundation of the Agency for Civil Service Development under the President of the Republic of Uzbekistan announced open the Scholarship Program for 350 seats and widely promoted in various media outlets. Then I thoroughly studied the terms of the Scholarship Program, the updated charter of the Foundation and the Decree of the President of the Republic of Uzbekistan dated February 11, 2021 No. PF-6168, prepared the required documents and submitted them to that Scholarship Program.

How was the El-Yurt Umidi Foundation Scholarship Program selection process organized, and what was required of the candidates?

I can say that the competition was held in 3 stages. In the first stage, the documents submitted by the applicants were reviewed and verified in accordance with the requirements set by the foundation. In the second stage, an Interview in state language was organized and the knowledge and skills of the candidates were assessed. In the third stage on the basis of quotas, a list of candidates for the Foundation Scholarship was compiled and announced to the public.

Personally, I also successfully passed the first stage and was invited to the second stage – an interview with experts in the field. I was aware that this was a crucial stage and tried to demonstrate my knowledge and skills during the interview. The Interview was conducted in a room with approximately 20 interviewing experts.

Of course, I must say that the selection process was absolutely transparent and the assessments made by the experts were fair. Recently, on July 1, the results of the long-awaited scholarship competition were announced. According to them, 78 applicants out of 3810 in total, have become the Scholars of the Foundation. It was so pleasant for me to be among them.

Whose role can you single out in this success?

Undoubtedly, everyone who supported me, including above all, my parents and close relatives, teachers and mentors as well as the Administration of Inha University in Tashkent, my colleagues, and staff of the relevant departments of the Ministry for Development of Information Technologies and Communications have made a significant contribution to this success.

What are your plans for the future?

My biggest goal is to contribute to the effectiveness of E-government system in our country in the future. To envision the positive changes that can be achieved through the development of this sector, it is enough to understand the difference between the recent past and the present of all leading countries in the development of E-government.

I hope that in the future our country will become one of the most leading digitalized countries, and our people will become one of the most prosperous. My primary goal in any activity, without exaggeration, is the development of our state and the well-being of our people. I think it is necessary to take advantage of such opportunities created for the Youth and strive for heights in our beloved country – Uzbekistan.
